Watchdog: Treasury and Fed failed in AIG oversight


Treasury Secretary Timothy Geithner is "ultimately responsible" for
regulators' failure to rein in massive bonus payments at American International Group because he led the agencies that provided AIG's lifelines, according to a bailout watchdog.

Geithner was president of the Federal Reserve Bank of New York before taking over at Treasury in January. He has said he did not learn until March about the $1.75 billion in bonuses and other compensation promised to AIG employees. But Geithner's subordinates at the New York Fed learned of the payments in November, according
to Neil Barofsky, the special inspector general for the $700 billion financial bailout.

Even if no one told Geithner about the payments, "this is a failure of communication and a failure of management," Barofsky told the House Committee on Oversight and Government Reform on Wednesday. Geithner has been "the head of an organization that was involved in the bailout of AIG" since last September, he added.

A Treasury Spokeswoman would not address the comments about Geithner's leadership. She said in a statement that the Obama administration's pay czar continues to develop
compensation plans for AIG and the other companies that received the costliest bailouts.

President Obama has denied that health care reform will cover illegal aliens, but some legal experts disagree. The Factor was joined by FNC's Judge Andrew Napolitano, who theorized that illegals will be covered because of the Constitution's "equal protection" clause. "The last time the Supreme Court looked at this," Napolitano said, "is when Texas tried to prevent municipalities from educating the children of illegals. The Supreme Court said the government can't do that because the
Constitution doesn't distinguish between 'legal' and 'illegal' when it comes to education or health care. The court will invalidate any provision that tries to punish people." Constitutional attorney Shannon Goessling agreed with Napolitano's analysis. "You have the President of the United States, a graduate of Harvard Law School, suggesting that he doesn't know the consequences of the public option. President Obama is playing politics and the public should be forewarned."

TAX THE SICK: OBAMA’S NEW PLAN

Faced with a need to scrounge for revenue to fund his plan for health care, President Barack Obama and Senate Finance Committee Chairman Max Baucus have come up with a brilliant new idea: Tax the sick!

In a new amendment to the health care bill, they propose to limit the deductibility of medical expenses on income taxes.

Now, taxpayers may deduct any medical expenses that exceed 7.5% of their Adjusted Gross Income. Obama and Baucus want to raise that threshold to 10% as long as the taxpayer is under 65.


Eight million Americans are sick enough and poor enough that they have to pay more than 7.5% of their income in medical expenses. And it is these folks that the liberals Obama and Baucus plan to tax! Six million of them earn less than $75,000 a year!

For a family earning $75,000 a year and facing out-of-pocket medical bills of $7, 500, this proposal would cost them about $600 a year in extra taxes.

And let’s remember who it is that they are taxing. This proposal affects people whose incomes are so limited and whose medical costs are so high that they exceed 7.5% of their pre-tax income.

Their proposal literally hopes to raise $20 billion over ten years by taxing sick people.

The Democrats defend their proposal by saying that it would discourage health care spending. But nobody deliberately spends 7.5% of their income on medical costs unless they are pretty sick and needy.

Obama and Baucus have singled out the sickest among the middle class for this heinous tax. (The poor will not have to pay it because they are eligible for Medicaid). Originally, the Democrats continued their war on the elderly by proposing to tax everyone who spends more than the 7.5% threshold on medical costs. But they retreated when it became clear that six million elderly would be hit with the tax. Now they just sock it to eight million sic k, middle income Americans.

This tax, and their desire to cut Medicare and Medicaid by $500 billion, makes Obama and Baucus unlike any Democrats I have ever known. Democrats, at least when I worked for Clinton, defended the elderly and the sick rather than cut the former and tax the latter.

Congress is on the verge of giving itself a bump in its annual budget even as local governments, families and businesses across the country are tightening their belts in the worst recession in decades.

Under a House-Senate conference measure, approved by the House last week and poised for passage in the Senate on Wednesday,
spending for the legislative branch will increase 5.8 percent
this year, boosting Capitol Hill’s annual budget to $4.7 billion.


The measure includes a hodgepodge of new funding for lawmakers: a $500,000 pilot program for senators to send out postcards about their town hall meetings, $30,000 for receptions for foreign dignitaries and $4 million for consultants—
with Majority Leader Harry Reid (D-Nev.) and Minority Leader Mitch McConnell (R-Ky.) getting up to nine each and Senate President
Pro Tempore Robert Byrd (D-W.Va.) getting up to three more.


There’s $15.8 million for salaries for the Senate Appropriations Committee — plus an extra $950,000 for the committee’s administrative expenses.


Funding for House office buildings will jump a staggering 128 percent, to $84 million. Some of that money will go to replace a roof at the Rayburn House Office Building, and an additional $50 million is being allocated to renovate the Cannon House Office Building.


The Architect of the Capitol will see a 17.8 percent hike to deal with infrastructure repairs, and the Government Printing Office’s revolving fund will increase a whopping 155 percent, to $12.7 million, to deal with technology upgrades and repairs, according to the conference report.


The bill which President Barack Obama could sign as soon as Wednesday, funds operations and staff salaries in the personal offices of the 535 members of Congress,
dozens of legislative committees in the House and Senate, the GPO,
the Office of the Architect of the Capitol, the Government Accountability Office and the Capitol Police.


Supporters of the bill argue that they were relatively frugal this year. Last year, Congress increased its funding 10.9 percent over the fiscal 2008 level and the $4.7 it’s appropriating to itself this year is less than the $5 billion Obama set forth in his budget earlier this year.




The Appropriations Committee disputes that funding increased by 5.8 percent, arguing that the real number is 3.5 percent — or $157 million — because of emergency spending and the $787 billion economic stimulus that added to Congress’s budget. But critics call the move a budget gimmick that does not represent a true apples-to-apples comparison of the amount of money Congress approved in last year’s spending bills versus the fiscal 2010 bills.
