SOCIALISM, OBAMA-STYLE



The perfect storm combining the vast expansion of government's role in the American economy, a looming Obama triumph and likely huge Democratic gains in Congress augur the most serious threat of the onset of socialism the United States has faced since the New Deal. But while it became obvious that FDR's goal was to save capitalism, not to replace it, it is by no means clear that Barack Obama is similarly inclined.

As alarm bells ring incessantly, demanding government action to prevent the conflagration of our most important companies and markets, the Federal Reserve and Treasury rush to extinguish the flames with hoses filled with money. But this massive and needed public-sector intrusion into private enterprise begs the key question: After the fires are put out, will the government firefighters leave, or will they move into the companies they saved and evict their former corporate owners?

The current crisis makes it clear that the government will be invited inside the management and ownership of our top financial and corporate institutions. But it is unclear whether it will ever withdraw after the crisis has passed.

Obama's stated goal of "spreading the wealth around" may indicate an inclination to embrace European-style socialist democracy. His emphasis on promoting "fairness" in income distribution and his willingness to sacrifice economic growth by raising taxes on "the rich" all seem to point in that direction. Will Obama realize that while government is needed to prevent a crash, it is hopelessly inadequate as an engine of prosperity? Bureaucrats are neither sufficiently competent nor honest nor independent enough to make key decisions about where capital should be invested, except when it is needed to extinguish the flames of crisis.

If Obama wins and takes a solidly and overwhelmingly Democratic Congress with him -- including a filibuster-proof Senate -- we will have to entrust our system of private ownership, limited government and free enterprise to the tender mercy of the left. But the newly empowered liberals will not have to breach the walls of the private sector, justifying each new intrusion by argument and logic. Rather, they will already be inside the gates, invited there to save these institutions from their own history of greed and mismanagement. Will the left simply leave government there, effectively converting our private enterprise system, where government absorbs about a third of our GDP into a social democracy, a la Europe, where the public sector accounts for almost half of the economy?

For those who would rather not find out, it is particularly important to redouble our efforts for John McCain and to battle for each Senate seat. McCain is only seven points behind -- not an insurmountable margin. A good final week could save the free enterprise system. We owe it to our future to try.

Today (Thursday, October 23rd), tomorrow, and the weekend are the last chance McCain has to get back into this race. To understand why, let’s briefly recap what's happened since the conventions.

McCain left the back-to-back conventions with a lead for the first time in the presidential race. His strength was fueled by his designation of Sarah Palin and the enthusiasm she aroused in the Republican base. The Democrats, caught off guard, attacked her viciously which only reinforced the perception of a woman being victimized by a sexist left.

Then McCain lost the first two debates. Regardless of what observers think happened (we thought he lost the first and won the second), the fact is that his poll numbers deteriorated after each performance. The financial crisis extinguished any lead McCain may have had exacerbated by what must be seen, in hindsight, as the biggest mistake of his campaign - his decision to "suspend" his campaign and return to Washington to work on the bailout. McCain's subsequent docile support for the package, earmarks and all, destroyed the perception he had carefully built during his convention and subsequently of independence from Bush and of a populist antipathy to greedy Wall Street barons.

As a result of the debates, the crisis, and McCain's ineptitude, Obama surged to a lead of 7-9 points around October 13th.

Then, amazingly, McCain won the third debate. Using a populist appeal and fighting hard, he echoed the complaints of Joe the Plumber against Obama's plan to "spread the wealth around." From Wednesday, October 15 through Saturday, October 18th, McCain sliced the Obama lead to five points - an average of all the polling.

But the effect of the debate began to wear off on Sunday, October 19th and McCain began to fall back again. By now, Obama has an average lead of 7.2 points, according to realclearpolitics.com. (The AP poll showing a dead heat is the only one to show such data, unfortunately).

Much of Obama's rise this week has been due to his domination of the paid advertising. With his coffers swollen by $150 million raised in September, he can buy any available advertising time. But McCain has considerable resources at his disposal as well. For the week that started this past Tuesday, October 21st, McCain is running about four ads to every five that Obama airs in swing states.

(Technically, McCain is airing about 2500 household rating points per week as against Obama's 3300. One household rating point means that one percent of the households are watching the ad. So 2500 points in a given week suggests that each household is seeing about 25 ads per week, or about four each day. While Obama is spending more money, the difference between seeing four McCain ads and five Obama spots each day is not significant.)

And, starting on Monday of this week, McCain began running an attack ad specifically aimed at the issues first raised by Joe the Plumber. Showing footage of his chat with Obama, the McCain ad hammers home the tax issue, noting that Obama's so-called tax cut for 100 million Americans is really a welfare check for the half of them who pay no taxes. The ad is hard hitting and effective. More importantly, it is running in the clear without other McCain media to clutter up the message.

So McCain has his best ad on his best issue with as close to financial parity with Obama as he is likely to get. If, in these circumstances, he cannot gain ground during the next few days, the race will be functionally over. But if the Republicans can get traction, it could become a competitive contest again.

Are journalists playing favorites with some of the key political
figures involved with regulatory oversight of U.S. financial markets?

MSNBC’s Chris Matthews launched several vitriolic attacks on the
Republican Party on his Sept. 17, 2008, show, suggesting blame for Wall Street problems should be focused in a partisan way. However, he and other media have failed to thoroughly examine the Democratic side of the blame game.

Prominent Democrats ran Fannie Mae, the same government-sponsored enterprise (GSE) that donated campaign cash to top Democrats. And one of Fannie Mae’s main defenders in the House – Rep. Barney Frank, D-Mass., a recipient of more than $40,000 in campaign donations from Fannie since 1989 , was once romantically involved with a Fannie Mae executive.

The media coverage of Frank’s coziness with Fannie Mae and his pro-Fannie Mae stances has been lacking. Of the eight appearances Frank made on the three broadcasts networks between Jan. 1, 2008, and Sept. 21, 2008, none of his comments dealt with the potential conflicts of interest. Only six of the appearances dealt with the economy in general and two of those appearances,including an April 6, 2008 appearance on CBS’s “60 Minutes” were about his opposition to a manned mission to Mars.

Frank has argued that family life “should be fair game for campaign discussion,wrote the Associated Press on Sept. 2. The comment was in reference to GOP vice presidential nominee Sarah Palin and her pregnant daughter. “They’re the ones that made an issue of her family,” the Massachusetts Democrat said to the AP.

The news media have covered the relationship in the past, but there have been no mentions since 2005, according to Nexis and despite the collapse of Fannie Mae.

The July 3, 1998, Reliable Source column in The Washington Post reported Frank, who is openly gay, had a relationship with Herb Moses, an executive for the now-government controlled Fannie Mae. The column revealed the two had split up at the time but also said Frank was referring to Moses as his “spouse.

Another Washington Post report said Frank called Moses his “lover” and that the two were “still friends” after the breakup.

Frank was and remains a stalwart defender of Fannie Mae, which is now under FBI investigation along with its sister organization Freddie Mac, American International Group Inc. (NYSE:AIG) and Lehman Brothers all recently participants in government bailouts. But Frank has derailed efforts to regulate the institution, as well as denying it posed any financial risk.

Frank’s office has been unresponsive to efforts by the Business & Media Institute to comment on these potential conflicts of interest.

While the relationship reportedly ended 10 years ago, Frank was serving on the House Banking Committee the entire 10 years they were together. The committee is the primary House body which along with the Office of Federal Housing Enterprise Oversight (OFHEO) has jurisdiction over the government-sponsored enterprises.

He has served on the committee since becoming a congressman in 1981 and became the ranking Democrat on the committee in 2003. He became chairman of the committee, now called the House Financial Services Committee, in 2007.

Moses was the assistant director for product initiatives at Fannie Mae and had been at the forefront of relaxing lending restrictions at the company for rural customers, according to the Feb. 23, 1998, issue of National Mortgage News (NMN).

“Herb Moses, who helped develop many of Fannie Mae’s affordable housing and home improvement lending programs, has left the mortgage industry,” Darryl Hicks wrote for NMN.
Mr. Moses - whose last day was Feb. 13 - spent the past seven years at Fannie Mae,
most recently as director of housing initiatives. Over the course of time, he played an instrumental role in developing the company’s Title One and 203(k) home improvement lending programs.”

Hicks explained in his story how Moses orchestrated a collaborative effort betweenFannie Mae and the Department of Agriculture.

While Moses served at Fannie Mae and was Frank’s partner, Frank was actively working to support GSEs, according to several news outlets.

In 1991, Frank and former Rep. Joe Kennedy, D-Mass., lobbied for Fannie to soften rules on multi-family home mortgages although those dwellings showed a default rate twice that of single-family homes, according to the Nov. 22, 1991, Boston Globe.

BusinessWeek reported in its Nov. 14, 1994, issue that Fannie Mae called on Frank to exert his influence against a Housing & Urban Development proposal that would force the GSE to focus on minority and low-income buyers and police bias by lenders regardless of their location. Fannie Mae opposed HUD on the issue because it claimed doing so would “ignore the urban middle class.”

Moses left Fannie in 1998 to start his own pottery business. National Mortgage News called Moses a “mortgage guru” and said he developed “many of Fannie Mae's affordable housing and home improvement lending programs. Moses ended his relationship with Frank just months after he left Fannie.

Even after the relationship ended, however, Frank was a staunch defender of Fannie Mae even as other experts suggested there were serious problems building in Fannie Mae and Freddie Mac.

According to an article by Kathleen Day in the Oct. 8, 2003, Washington Post,
Frank opposed giving the Bush administration the right to approve or
disapprove business activities that “could pose risk to the taxpayers.”
He told the Post he worried the Treasury Department “would sacrifice activities
that are good for consumers in the name of lowering the companies’ market risks.”

Just a month before, Frank had aggressively thwarted reform efforts by the Bush
administration. He told The New York Times on Sept. 11, 2003, Fannie Mae and
Freddie Mac’s problems were “exaggerated,” a gross miscalculation some five
years later with costs estimated to be in the hundreds of billions.

Frank has also reaped campaign contribution benefits from Fannie Mae and its counterpart Freddie Mac. According a front page story in the Sept. 19, 2008, Investor’s Business Daily by Terry Jones, Frank has received $40,100 in campaign cash over the past two decades from the GSEs.

Frank is ranked 16th on a list that includes both houses of Congress and fifth among his colleagues in the House. According to data from the Center for Responsive Politics’ OpenSecrets.org, political action committees financed by both Freddie and Fannie have contributed $3,017,797 to members of Congress since 1989. And according to the July 16 issue of Politico, the two entities have spent a whopping $200 million to buy influence – including not only campaign donations to members of Congress, but also presidential campaigns and lobbying efforts.
Frank was asked by CNN’s John Roberts on the Sept. 22, 2008 “American Morning” about this and his opposition to reform Fannie Mae and Freddie Mac. Originally, he claimed he didn’t think the two GSEs were facing any problems when the issue first surfaced in 2003. He instead blamed the Republican-controlled Congress for their ultimate fall, failing to mention his friendly relationship with Fannie Mae and the contributions it had made to his campaign over the years.

“Yes, I did not think we were facing a crisis in 2003, but that didn't mean we didn't have to have reform,” an animated Frank said when confronted with the question. “Here’s the deal, the Republicans controlled Congress from 1995 through 2006. They did zero to reform Fannie Mae and Freddie Mac.”

However, on Sept. 17, 2008, former Bush administration Deputy Chief of Staff Karl Rove elaborated on the Bush administration’s efforts to curb abuses at the two GSEs in 2003. He told Fox News’ “Hannity & Colmes” that Frank was among the most aggressive opponents of White House attempts to reform Fannie Mae and Freddie Mac.

“All of this bad stuff on Wall Street happened because people got greedy and the greed started at Fannie Mae and Freddie Mac,” Rove said. “And I know this because five years ago, the administration was alerted by the regulator, James Lockhart, that there was insufficient authority and that these institutions – particularly Fannie – were out of control.”

“And I got to tell you, for five years, I was part of an effort at the White
House to fight this and our biggest opponents on the Hill who blocked this
every step of the way were people like Chris Dodd and Barney Frank.
And Fannie and Freddie are the $200 billion
contagion at the center of this.”

Frank has been quick to blame deregulation for some of the problems in the
financial environment, as he did on Bloomberg television’s Sept. 19 “Political
Capital with Al Hunt.” However, as earmark crusader Rep. Jeff Flake, R-Ariz. pointed out – it’s not deregulation, but it was the structure of Fannie Mae and Freddie Mac that had been guarded by Frank and other members of Congress.

“Some people point at deregulation,” Flake said to the Business & Media Institute on Sept. 23. “It’s not deregulation at all. We have for far too long shielded Fannie and Freddie for example, with the implicit and now explicit guarantee.I just found it humorous.

Flake specifically named Frank as one of the members behind
letting allegations of transgressions at the two GSEs for
slipping by without oversight from Congress.

The red flags were raised long before the government bailed out the two GSEs in August 2008. The first egregious scandal involving Fannie Mae occurred in 2004. A 2004 Wall Street Journal editorial was first to point out claims in an OFHEO report that showed accounting malpractices by the GSE.

“For years, mortgage giant Fannie Mae has produced smoothly growing earnings. And for years, observers have wondered how Fannie could manage its inherently risky portfolio without a whiff of volatility, the Oct. 4, 2004, editorial, “annie Mae Enron?” said. Now, thanks to Fannie’s regulator, we know the answer. The company was cooking the books. Big time.

THE PRESIDENTIAL RACE THAT HASN'T YET STARTED

In following a presidential race, the most important way to understand what is happening is to follow voter responses to open ended questions. Those are questions which ask "What do you like the most about Barack Obama?" and "What do you like the least about Barack Obama." These questions, which let voters tell pollsters what they think in their own words offer the best way to figure out what is really going on.

Fortunately, the Fox News tracking polling for the election has now included these questions and the results offer an excellent insight into the current state of the race.

Oddly for a race that has been going on for two years and holds the nation rapt in attention, the contest is still in a very, very primitive phase. Voters' level of awareness of the issues or of the candidates is quite limited. Neither campaign has done much to project its issues or its message and the attacks on one another, which increasingly dominate the dialogue, show little resonance among most voters.

Overwhelmingly, the thing voters like the most about Obama is that he is new, a fresh face, for change, intelligent, inspiring, a good speaker, outspoken, and charismatic. 57% of all voters use one of these phrases to describe him, including 48% of Republicans and 55% of Independents. But only 13% of all voters cite any specific position of Obama's including his signature opposition to the war in Iraq. Only 2% mentioned the war in citing what they liked about Obama and only 1% cited the economy and jobs. So Obama is still a personality running for office and the voters have yet to identify him with any policy or proposal. And the one identification he used to have -- opposition to the war -- has faded. But Obama has vast potential appeal. Even though the Fox News poll gave him only a three point lead over McCain, four voters in five cite something they like about Obama in open ended questions (including 66% of Republicans and 78% of Independents).

Opposition to Obama is also centered on fears of his youth, inexperience, and lack of qualifications. 31% of all voters, 33% of Independents, and 29% of Democrats cited this concern in open ended questions. But just as Obama's positive ratings do not include much in the way of specific mentions of his issue positions, so his negatives don't either. Only 19% of all voters said they disliked his liberalism, connection with Rev Wright, radicalism, religious views, elitism or even said they disagreed with him about anything. Another 8% disliked his flip flops on issues. =2 0But the potential for Obama to fall apart is also enormous. 78% of all voters, including two-thirds of all Democrats and four-fifths of all independents cited something about Obama that they did not like.

So everybody basically agrees that Obama is a new fresh face who advocates change but is too inexperienced and lacks some or all of the qualifications needed for the job. The question of which part of this statement outweighs the other is the issue on which the election hinges.

But just as Obama has not succeeded in identifying himself with any specific issue, idea, or proposal (and voters might be asking, as they did of Gary Hart, "where's the beef?) so McCain and the Republicans have failed to link him to extreme liberalism, radicalism, Rev Wright or any of the identifications they have been trying to pin on the Democrat. Both campaigns have almost totally failed to move past square one on Obama.

For McCain, it's pretty much the same story. 33% of all voters see him as experienced and qualified (including 26% of Democrats and 34% of Independents). 10% like his military record. 7% praise his honesty. And 9% say they approve of how he would handle foreign policy.

But McCain's negatives are the flip side of his positives. 24% of all voters and 26% of Republicans and 20% of independents say he is too old. And another 23% feel he is too conservative, too close to Bush, or too supportive of the war. 4% criticize his flip flops.

So Americans of all parties have reached a consensus that Obama is young, charismatic, intelligent, articulate, and in favor of change but also that he is too inexperienced, possibly too liberal, and less qualified than they would like

And they also have come to a common agreement, also cutting across party lines, that McCain is experienced, able, an heroic veteran, and honest but also that he is too old, possibly too conservative, and perhaps too pro-war.

Just as 80% of all voters find something to praise in Obama and 78% find something to criticize, so 80% have something good to say about McCain and 82% have some criticism to make.

This broad agreement on the pros and cons of each candidate and the willingness of even their partisans to consider their negatives and of their enemies to concede their positives is highly unusual and underscores why the race is so close.

But it also suggests that it is very volatile. Either campaign can paint the other with issue negatives if they start going about it effectively.

It is a glaring omission that only 1% cite Obama's tax positions as a negative and that nobody mentioned his opposition to offshore oil drilling.

Likewise, how odd that only 15% cited specifically McCain's support for the war and his connection with Bush as a negative.

On the other hand, neither Obama's health care nor McCain's energy proposals have registered with the voters and few can name any specific issue position for either man of which they approve.

For a campaign that has been going on for two years, how odd that voter opinions of the candidates are still so unformed and general.

John McCain, the father of private school students, criticized Democratic rival Barack Obama on Friday for choosing private over public school for his kids. The difference, according to the Arizona Republican, is that he — not Obama — favors vouchers that give parents more school choices.


"Everybody should have the same choice Cindy and I and Sen. Obama did," McCain told the National Urban League, an influential black organization that Obama will address on Saturday.

McCain listed a variety of changes in education policies that he contended would improve a flawed system — from school choice to more local control and direct public support to parents for tutoring. In each case, he said Obama came up short.

"My opponent talks a great deal about hope and change, and education is as good a test as any of his seriousness," he said. "If Sen. Obama continues to defer to the teachers unions instead of committing to real reform, then he should start looking for new slogans."

Southern Arizona's four border counties will receive $9.85 million

Southern Arizona's four border counties will receive $9.85 million in federal money that will allow them to continue paying law enforcement officers overtime to focus on border enforcement.

The Department of Homeland Security announced the award Friday. The grant money is to be used in a program called Operation Stonegarden that allows law enforcement agencies to pay overtime or buy equipment to help the Border Patrol's efforts, said Laura Oxley, spokeswoman for Arizona's Department of Homeland Security.
Examples of the equipment include off-road vehicles, night-vision goggles and license plate readers, to name a few.
Arizona's total is a 36 percent increase from the last time Homeland Security gave out money for Operation Stonegarden in 2006, Oxley said. That time around, the state received $7.24 million.


Pima County only received a fraction of the $17 million it requested, said Capt. Frank Duarte, commander of the Pima County Sheriff's Department Homeland Security division.
"We are grateful for the money; however, the need is so tremendous that we could have used more," Duarte said.
The Pima County Sheriff's Department plans to use the money to pay deputies overtime to patrol known drug- and people-smuggling areas of the county, something they've been doing using money received in 2006. That money ran out, though, a few months ago, he said.
Pima County's share will be divided between the Sheriff's Department, Tucson police, Sahuarita police, Marana police, South Tucson police and the Tohono O'odham Nation, Duarte said.

The Tohono O'odham Nation will receive $175,500 of the grant money, said a press release from the office of Rep. Raúl Grijalva, D-Ariz.

This weekend, millions of Americans will celebrate our Independence Day. They will gather in parks and on front lawns, fire up their grills and enjoy an evening of fireworks, family and friendship.

Children will wave sparklers in the air, tracing figure eights, while fathers will light seemingly endless fuses of fountains and firecrackers.

Most revel on the Fourth of July as a matter of tradition - and it is a good one. I have celebrated this day throughout my life, even when I lived in nations that did not cherish freedom.

When I reflect on our Independence Day traditions, I am deeply grateful that Americans continue to celebrate this historic day, but I am also saddened by our combined failure to stop the continued encroachment upon our freedom.

Each July 4th, I look back at our year and can literally count the ways in which the path set forth by our forefathers has been distorted and, many times, betrayed.

We live in a nation bursting with people who love liberty but governed by men who lust for power.

For over 100 years, those designing men have been enabled by a political system that favors and protects the powerful.

Republicans and Democrats have maintained and significantly increased their hold on the reigns of our government regardless of the damage that has been done to the men, women and children who work, love, live and die in our great nation.

Today's America does not resemble the intent clearly laid out within that document that was signed by patriots 232 years ago.

They put more than ink to paper when they signed the Declaration of Independence; they placed their lives, families, prosperity and honor on the line for liberty.

Our founders knew that we are endowed by our creator with certain unalienable rights. They held no tolerance for the thought that we are granted rights by government.

Our rights, our decisions, our very lives are ours. It is through individual responsibility by which we prosper or fail - not by state decree or legislation.

When Jefferson added the word "among" into the phrase, "among these are Life, Liberty and the pursuit of Happiness," he was defiantly stating that our rights are self-defined, short of depriving another of their life or liberty.

Since the day that the Declaration of Independence was signed, we appear to have lost the meaning and intent of the words: independence, freedom and liberty.

Instead, those words have been echoed with abuse on campaign trails and government buildings by politicians who use them as Orwellian tools to mean just the opposite.

We now use "freedom" as an excuse to invade sovereign nations.

The protection of "liberty" is now an excuse to take it from us.

But today, during this election year, we have the opportunity to change the course of events.

We have a chance to send a message to Washington that will rock its foundation.

Together, we can make the word LIBERTY ring true with deafening accord.

My candidacy for President of the United States is not one of vanity or shallowness. I, probably just like you, have had my eyes forced open by a government that wants to take all that it can from me and my family.

I am running for president to stand firm and demand a return of my liberty, my privacy, my labor and the peaceful heritage of my nation.

WASHINGTON, D.C. -- In Scott McClellan's purported tell-all memoir of his trials as President George W. Bush's press secretary, he virtually ignores Deputy Secretary of State Richard Armitage's role leaking to me Valerie Plame's identity as a CIA employee. That fits the partisan Democratic version of the Plame affair, in keeping with the overall tenor of "What Happened."

Although the media response dwelled on McClellan's criticism of Bush's road to war, the CIA leak case is the heart of this book. On July 14, 2003, one day before McClellan took the press secretary's job for which many colleagues felt he was unqualified, my column was published asserting that Plame at the CIA suggested her Democratic partisan husband, retired diplomat Joseph Wilson, for a sensitive intelligence mission. That story made McClellan's three years at the briefing room podium a misery, leading to his dismissal and now his bitter retort.

In claiming he was misled about the Plame affair, McClellan mentions Armitage only twice. Armitage being the leaker undermines the Democratic theory, now accepted by McClellan, that Bush, Vice President Dick Cheney and political adviser Karl Rove aimed to delegitimize Wilson as a war critic. McClellan's handling of the leak by itself leads former colleagues to suggest he could not have written this book by himself.

On page 173, McClellan first mentions my Plame leak, but he does not identify Armitage as the leaker until page 306 of the 323-page book -- then only in passing. Armitage, anti-war and anti-Cheney, cannot fit the conspiracy theory that McClellan now buys into. When Armitage after two years publicly admitted he was my source, the life went out of Wilson's campaign. In "What Happened," McClellan dwells on Rove's alleged deceptions as if the real leaker were still unknown.

McClellan at the White House podium never knew the facts about the CIA leak, and his memoir reads as though he has tried to maintain his ignorance. He omits Armitage's slipping Mrs. Wilson's identity to The Washington Post's Bob Woodward weeks before he talked to me. He does not mention that Armitage turned himself in to the Justice Department even before Patrick Fitzgerald was named as special prosecutor.

McClellan writes that Rove told him this about his conversation with me after I called him to check Armitage's leak: "He (Novak) said he'd heard that Wilson's wife worked at the CIA. I told him I couldn't confirm it because I didn't know." Rove told me last week he never said that to McClellan. Under oath, Rove had testified he told me, "I heard that, too." Under oath, I testified that Rove said, "Oh, you know that, too."

McClellan writes, "I don't know" whether the leaker -- he does not specify Armitage -- committed a felony. He ignores that Fitzgerald's long, expensive investigation found no violation of the Intelligence Identities Protection Act, if only because Plame was not covered. Nevertheless, McClellan calls the leak "wrong and harmful to national security" -- ignoring questions of whether Plame really was engaged in undercover operations and whether her cover long ago had been blown.

A partisan Democratic mantra began earlier in the book. McClellan writes George H.W. Bush's 1988 campaign "acquiesced to certain advisers, including Roger Ailes and the late Lee Atwater," who opposed Bush's "civility and decency." (McClellan, then 20 years old, played no part in that campaign.) McClellan contends that thanks to Rove in 2002, "the first cracks appeared in the facade of bipartisan comity."

McClellan's fellow Bush aides do not remember him ever saying anything like that. At senior staff meetings discussing policy, they recall, he was silent. His robotic performances from the White House podium seemed only to disgorge what he had been told, and "What Happened" has the similar feel of someone else's hand.

The book so mimics the Democratic line that Ari Fleischer, McClellan's predecessor as press secretary, asked him last week whether he had a ghostwriter. "No," Fleischer told me that McClellan replied, "but my editor tweaked it." (McClellan did not return my call.)

The bland book proposal McClellan's agent unsuccessfully hawked to publishers early in 2007 is not the volume now in bookstores. How and why McClellan changed is a story so far untold.

The pilot program is set to expire in November and there is a proposal in Congress to replace it with a system currently used to track down deadbeat parents. Backers of the change say more than six million employers already use that system.

REP. GABRIELLE GIFFORDS (D), ARIZONA: We see that the E-Verify system is currently in place,
is cumbersome, it's burdensome and it's unreliable.

SYLVESTER: But critics insist scrapping E-Verify would weaken efforts to stop the hiring of
illegal aliens. Among the criticisms, it would gut state employment verification laws like
the one in Arizona that require employers check that workers are legally eligible for employment and would restrict information sharing between the Social Security Administration and immigration enforcement officials, making it harder to crack down on employers who hire illegal workers. NUMBERSUSA (ph), which favors tighter controls on illegal immigration insist E-Verify is reliable and says Congress should expand the program and require
employers use it.

ROSEMARY JENKS, NUMBERSUSA: This is a government program that works, and yet we're talking about dismantling it and re-creating it in another agency. It just doesn't make sense.

SYLVESTER: Representatives Ken Calvert and Heath Schuler (ph) are offering bills that require mandatory checks through E-Verify.

REP. KEN CALVERT (R), CALIFORNIA: People in this country demand to know that people do not use fraudulent documents in seeking a job. Right now everybody knows that people are using fraudulent Social Security numbers in order to obtain work in this country illegally.

SYLVESTER: Now the Democratic leadership so far has blocked legislation known as the Save Act (ph) from coming up for a vote. The Save Act (ph) includes those provisions that would expand E-Verify. And if nothing is done within six months then the pilot program sunsets and there will be no employment verification system at all. Lou.

DOBBS: Well, who sponsored the E-Verify, the new E-Verify legislation?

SYLVESTER: It's Representative Sam Johnson, also Representative Gabrielle Gifford, she's also a co-sponsor. There are a number of other representatives as well.

DOBBS: Let's get everyone's sponsors on our Web site and let everybody know how they can contact them and also of course Nancy Pelosi, the Speaker of the House because this is an outrage. What they are trying to do is to stop the efforts of the local and state level to curtail illegal immigration in using E-Verify. They are trying to get E-Verify to go away, because as you reported, it works. This is absolutely shameless what is happening. Is there any -- is there any sense of shame on the part of any of these people pushing this legislation?

SYLVESTER: Shame is not something that you see that often on Capitol Hill; I'll tell you that, Lou. But I do want to mention though in Arizona where they have made it mandatory for employers to check the worker status, there has been a difference where you see people are leaving, illegal aliens are leaving that state and that was the intent of that law.

Last summer, three Newark, New Jersey students were gunned down in cold blood by a gang member who had been released from police custody, even though he was charged with another serious felony and was in the country illegally. Sanctuary policies in Newark and in Essex County barred authorities from inquiring about the murderer’s immigration status and allowed him to have the opportunity to snuff out three promising young lives.

This outrageous example sadly, has been lost on the political leaders of Los Angeles — a declared sanctuary city with a policy, known as Special Order 40, that prevents police from inquiring about immigration status. On March 2, another teen, 17-year-old Jamiel Shaw Jr., paid for that policy with his life.

Jamiel, a high school football star in Los Angeles, was brutally murdered near his home. The suspect in his killing is Pedro Espinosa, an identified gang member who a day earlier had been released from police custody despite facing charges of assault with a deadly weapon. One other important fact about Espinosa: he is an illegal alien who could have been remanded to federal custody had the Los Angeles Police Department been allowed to inquire about immigration status.

In early April, Jamiel’s family and members of his community came before the Los Angeles City Council, imploring them to protect law-abiding citizens and residents by repealing Special Order 40. Especially poignant was the testimony of Jamiel’s mother, Anita Shaw, an Army sergeant who was serving in Iraq at the time of her son’s murder. “I was sacrificing my life for a better United States, and it’s not safe for my son,” she told the council.

The Council’s response to the Shaw family’s pleas was that this is simply not the time to consider this matter. Councilman Bill Rosendahl rose to opine that what is really needed is a forum to better explain to the public why Special Order 40 was initially implemented 30 years ago. Councilman Richard Alarcon implied that the real outrage about Jamiel’s murder is that it is being used to promote the repeal of Special Order 40.

While the Los Angeles City Council failed to find the murder of an innocent teenager an appropriate reason to reconsider city policies that protect illegal alien criminals, the council and mayor did manage to find time to voice their opposition to federal efforts to deal with illegal immigration. Shortly after Jamiel’s murder, the council held a hearing and approved a resolution by an 11-1 vote opposing the federal SAVE Act, which would step up enforcement against employers who hire illegal aliens.

On March 28, Mayor Antonio Villaraigosa penned a letter to Homeland Security Secretary Michael Chertoff, urging him to end raids by the Immigration and Customs Enforcement (ICE) agency on companies employing illegal aliens in Los Angeles. In his letter, Mayor Villaraigosa expressed deep concern about the inconvenience of these raids to employers in Los Angeles and the uncertainty they have created for illegal aliens and their families.

Mayor Villaraigosa has not yet weighed in on the city’s obligation to help remove illegal alien criminals, like Espinosa, from its streets and as yet there has been no similar letter urging the federal government to do its job to protect the lives of innocent Americans like Jamiel Shaw.

Sharpton's own debts include $365,558 owed in New York City income tax and $931,397 in unpaid federal income tax, according to a lien filed by the Internal Revenue Service last spring. His for-profit company, Rev. Al Communications, owes the state another $175,962 in delinquent taxes.

As for Sharpton's personal tax debt, King said Sharpton has started paying it off but contends that faulty record-keeping by the National Action Network led the government to overestimate his tax liability.

Tax headaches are nothing new for Sharpton. The 53-year-old minister has been assailed over his career for running up big tax debts and failing to abide by rules governing his charities and election committees. He is perpetually being sued for failing to pay his bills.

In December, Sharpton revealed that as many as 10 of his associates had received grand jury subpoenas. A person familiar with the investigation told the AP that the FBI and IRS are probing whether Sharpton or his organization committed tax crimes or violations related to his 2004 presidential campaign, during which he was forced to return public matching funds for breaking fundraising rules.

She lost hard in North Carolina, and barely held on to win Indiana. Hillary Clinton just doesn't have enough straws left to clutch. The best (or worst) she can hope to do the rest of the way is bloody Barack Obama enough to make him lose in the fall, allowing her to come back in 2012.

In fact, Obama basically clinched the nomination with his string of 11 straight primary and caucus wins in February, many by wipe-out margins - giving him a lead in elected delegates that Clinton couldn't hope to close, especially given the nutty proportional-representation rules that govern the Democratic Party.

Do the math. Last night's results leave him with a lead among elected delegates of 150 or so, and among all delegates of around 130.

Only a handful of states are left to vote, with a combined total of about 230 delegates. She'll probably win West Virginia, Kentucky and Puerto Rico - and lose Oregon, North Dakota, and Montana. She most likely could pick up a net 10 delegates, leaving him with a lead of at least 130 (110, counting in superdelegates).

If Hillary manages to get Florida and Michigan seated (which she won't), she'll net another 47 delegates. So Obama, worst case, will have a lead of at least 60 delegates. Most likely, it'll be more than 100.

Senate Majority Leader Harry Reid, House Speaker Nancy Pelosi and Democratic Chairman Howard Dean have all made it clear that they expect superdelegates to decide who to support within (in Reid's words) "days, not weeks" after the last ballots are cast on June 3.

In that environment, Obama - who'll be only about 100 delegates short of a majority - will be an irresistible choice. Few superdelegates will want to risk civil war by overruling the verdict of the voters - and almost all will want to climb aboard the victory bandwagon so as not to get shut out of the White House for four (or eight) years.

In the past few months, Obama has closed Clinton's lead among superdelegates from 60 to 20. The trend will accelerate after popular voting ends; he'll probably pass the 2,025 threshold in the first two weeks of June.

Clinton may stay in, hoping to can seat Florida and Michigan. But she won't win there, either.

The Credentials Committee, which will make the key report, consists of three votes for each state or territory. The remaining contests will leave him with, at worst, a 10-state lead. Howard Dean names 25 committee members, but she can't prosper unless he stacks them all for her - and, if anything, he'll go the other way.

Having lost there, her only option would be to appeal to the convention floor - where neither of the contested delegations can vote on their own credentials, virtually assuring an Obama victory on the credentials fight and the nomination.

Clinton may well fight all the way - she's stubborn and dedicated. More, she's also farsighted and devious: She could hope to so bloody Obama that he can't beat John McCain. If McCain wins, she could get the Democratic nomination in 2012 - and, with McCain closing in on 76 and after 12 years of GOP rule, win.

But one thing is clear: Obama has this nomination sewed up.

OK, so Sen. Hillary Rodham Clinton (D-N.Y.) is staying in the presidential race despite losing among elected delegates, facing a slimming lead among superdelegates, losing the popular vote and behind by 2-to-1 in the number of states carried. She slogs on, hoping against hope for a sudden turnaround in the race.

Apart from the psychological reasons for her stubbornness, is there a more subtle political calculation going on?

Is she continuing her race so as to have a platform from which to continue to bash Sen. Barack Obama (D-Ill.) in the hopes of so damaging him that he can’t win the general election? Is she doing this to keep her options alive for the 2012 presidential race?

Hillary is obviously entitled to keep running until Obama has secured the votes necessary for the nomination, and it is certainly understandable that she would want to run until the last popular vote is counted. But must she run a negative, slash-and-burn campaign? Must she use her time on the platform and on television to belittle, mock, deride and try to destroy the man who will eventually be the candidate of her own party?

Former Arkansas Gov. Mike Huckabee (R) felt similarly justified in staying in the race for the Republican nomination until Sen. John McCain (R-Ariz.) reached the majority threshold required for nomination. He contested the Texas primary vigorously, even though his earlier losses in South Carolina and Florida made it most unlikely that he could win the nomination. But he chose to run a positive campaign. He didn’t knock McCain. He just articulated the case for his own candidacy.

But Hillary won’t avail herself of that option because it does not serve her long-term fallback position: a shot at the nomination in 2012. If Obama is elected this year, he will seek reelection in 2012 and Hillary would have to face taking on an incumbent in a primary in her own party if she wanted to run, a daunting task. But if McCain wins, the nomination in 2012 will be open. And it might be worth having. McCain will be 76 years old and the Republican Party will have been in power for 12 years. Not since FDR and Truman has a party lasted that long in power. When the Republicans tried to do so, in 1992, they fell flat on their face.

Hillary is using white, blue-collar fears of Barack Obama to try to stop him from getting nominated or elected.

She is playing on his “elitism” by hammering him on blue-collar issues and is mincing no words in painting him as a stranger to blue-collar white America.

Hillary is attracting the votes of cops, firefighters, construction workers, union members. Are they in love with Hillary? They can’t stand her. But they are terrified of the Rev. Jeremiah Wright, William Ayers and the various influences to which Obama seems to be subject. By playing on those fears, Hillary is undermining Obama’s ability to get elected.

This is not a byproduct of her continued candidacy — it is the goal. She, the consummate realist, must know that she has no practical shot at the nomination herself after her numbing loss in North Carolina and her paper-thin margin in Indiana. But she welcomes the opportunity an ongoing candidacy offers to bash Obama and to drive a wedge between him and the voters he must have to beat McCain.

The question is how long Democratic primary voters and the party leadership let her go on hitting their ultimate nominee. Will they bring Hillary up short and speak out about the harm she is doing to their party’s prospects by way of her refusal to recognize reality?

Hillary doesn’t have to pull out. She is entitled to run in the remaining states. But she should curtail her negative campaign and adopt the Huckabee strategy: Maximize your own vote share, but don’t beat up the party’s nominee. Unless, of course, that is her goal all along.

Immigrations and Customs Enforcement conducted raids yesterday on 12 businesses in nine states. The biggest targets were Pilgrim’s Pride chicken plants in Texas, Arkansas, Tennessee and Florida. ICE made more than 280 arrests, including more than 60 on criminal charges of identity theft. Illegal aliens were also arrested for immigration violations at Mexican restaurants and a doughnut factory. In many cases, they were working 72 hours per week and receiving slave wages.

Last week, I embarked on a "Service to America" tour visiting various places that have had great importance in my life. I have always considered service to our country the greatest duty and highest honor, and I continue to encourage others to answer her call, as I believe it is everyone's duty to serve a cause greater than oneself.

The Department of Homeland Security (DHS) program to track arrival and departure of foreign visitors has been mired in technical problems, cost overruns and delays ever since it was a gleam in Congress’ eye more than a decade ago. We wrote about the aimless program in 2005, and unsurprisingly not too much has changed except that we now have spent more than $2.2 billion on it.

The original plan for U.S. Visitor and Immigration Status Indicator Technology (US-VISIT) was to use stuff like digital facial recognition, voice recognition and retinal scans to track foreign nationals arriving at and departing the nation’s airports, seaports and land points of entry. This would allow DHS to detain persons of interest at the border and detect visa overstays. Rather than use this new gadgetry, however, the agency settled on good old-fashioned fingerprint scans. Hooray.

But the fingerprint scans have had problems. Originally, DHS was only going to use thumb prints, which didn’t meet the FBI’s 10-digit identity and accuracy standards. Eventually, common sense prevailed and now fingerprints will be scanned from all 10 digits. The system will also connect with the FBI database and nine other informational programs tracking foreign nationals coming to this country. The first 10-digit scanner was deployed at Dulles Airport late last year and is supposed to deploy to all points of entry by the end of 2008.

But a new report by the Government Accountability Office has found that while the entry identification capability is present and improving at roughly 300 points of entry across the country, the back end – tracking the exits of those foreign visitors – is virtually nonexistent. As the GAO writes, “Despite long-standing legislative requirements and a sizeable investment of time and resources, DHS has yet to clearly define the second major component of its strategic solution – exit.”

Speaker of the House Nancy Pelosi's hometown, San Francisco, just launched an $83,000 PR media campaign that will actively encourage waves of illegal aliens to sneak across the border.

The massive media blitz will include television and radio ads, billboards and bus signs, and brochures distributed at police stations and hospitals.

The simple and sinister purpose... to assure illegal aliens that they will have safe access to ALL city services -- no questions asked, no IDs checked... services that are supported by the tax dollars of hard-working Americans and legal immigrants all over the country.

Or to put it in the words of San Francisco Mayor Gavin Newsom:

"We're inviting people to come out of the shadows and take advantage of services."

Of course, these ads -- written in English, Spanish, Chinese, Vietnamese and Russian -- really say, in effect:

Come one, come all. And when you sneak across the border, make your way to San Francisco because hard-working American citizens and legal immigrants will pick up your bills from cradle to grave!

Don't worry about working, we'll give you welfare. Don't worry about hospital bills, hard-working American taxpayers have got that covered for you.

Don't worry about educating your children; you won't have to pay a dime and we'll even instruct them in YOUR language so there's no need to worry about something as silly as assimilating.

And if hard-working taxpayers don't like it... TOUGH... They don't have a thing to say about it because we can act with impunity!

What else would you expect from the nation's most in-your-face sanctuary city?

But more importantly, how long will it take for other sanctuary cities across the country to follow San Francisco's example!

It doesn't have to be this way. YOU CAN SAY SOMETHING ABOUT IT. Urge Congress to pass the Clear Act of 2007, which will CUT OFF FEDERAL FUNDS to so-called sanctuary cities!

Forget about her claim to have dodged sniper’s bullets in Bosnia, or that she was named after Sir Edmund Hilary, or that she met a woman who was denied health care and died.

All of these Hillary Clinton fibs and exaggerations are basically harmless. But her current attempts to lie about her record and to pretend that she always opposed free trade agreements and disagreed with Bill on NAFTA is a serious distortion of her record as she searches for blue collar support in Pennsylvania.

Hillary was a strong supporter of NAFTA. Her official schedule reveals that she attended meetings designed to promote its passage and her memoir, Living History betrays no hint of any opposition to her husband’s key legislative accomplishment of his first two years in office — the ratification of NAFTA.

Hillary and I spoke frequently through all of 1993 and 1994 and together we plotted to help NAFTA ratification. She was deeply involved in the decision to enlist past presidents in supporting the bill and followed the vote count with heightening anxiety as it appeared closer and closer.

That she could totally reinvent her record, turn it around 180 degrees, and expect us to fall for it, shows her arrogance and her continuing belief that she can sell us on anything, no matter how obviously false.

Trade was no side issue in the Clinton administration; it was central to his key worldview — that he had to lead America to compete successfully in the new global economy. His refusal to submit to protectionism or to legislation to reduce layoffs — his commitment to the free market — was a singular badge of courage in his presidency. For Hillary to indicate now so fundamental a disagreement with a policy so integral to her husbands’ presidency is transparently phony.

And when Hillary entered the Senate, before she started to run for president, she was a reliable vote for free trade, supporting a host of bi-lateral agreements negotiated by her husband and by the Bush Administration. She even took the lead in urging the admission of China to the World Trade Organization, the key counter-protectionist step of the past two decades.

Hillary spoke at a meeting to promote NAFTA in November of 1993. Participants told ABC News that Hilary was “100 percent pro-NAFTA” and expressed “not a hint of waffling” on the deal. In 1996, she said that NAFTA was giving Americans a chance to compete. “That’s what a free and fair trade agreement like NAFTA is all about. I think NAFTA is proving its worth.”

And in 2002, the AP reports that she told the Democratic Leadership Council praising Bill’s economic policies: “The economic recovery plan stands first and foremost as a testament to both good ideas and political courage. National service. The Brady Bill. Family leave. NAFTA. Investment in science and technology. All of these came our of some very fundamental ideas bout what would work. The results speak for themselves.”

Does she really believe that we are about to forget history and buy that Hillary was opposed to NAFTA all along?

NAFTA has worked very well. It has improved Mexico and the United States. Without it, we would be burdened by millions of more immigrants from Mexico. It was one of the stellar achievements of the Clinton administration. For Hillary to try to sell us on a revised history speaks to her confidence that she can make us believe anything.
