WASHINGTON — The federal budget deficit likely will top $1 trillion through the first nine months of this budget year, a slightly improvement from last year's record pace.
Analysts surveyed by Thomson Reuters are forecasting that the June deficit will total $69.5 billion, which would push the deficit so far this budget year above $1 trillion. The Treasury Department will release the June deficit at 2 p.m. EDT Tuesday.
The June imbalance would compare to a deficit of $94.3 billion in June 2009. The Congress Budget Office is forecasting that government receipts will be up by about $36 billion this June, compared to June 2009, reflecting in part higher collections of corporate income taxes as company profits rise with a rebounding economy.
The CBO is forecasting that the government spending rose by $11 billion this June compared to a year ago. The CBO estimate reflects an expected $19 billion drop in spending to support the financial system this June compared to a year ago but a $30 billion rise in spending on other government programs.
Many private economists are forecasting that the deficit for this year will come in around $1.3 trillion, which would be the second-highest deficit on record. But it would be down slightly from last year's all-time high of $1.4 trillion.
The Obama administration is forecasting that the deficit for the 2011 budget year, which begins Oct. 1, will remain above $1 trillion at $1.27 trillion. And the administration predicts the imbalances over the next decade will total $8.5 trillion.
The deficits have been driven higher by the lingering effects of the worst recession since the 1930s. About one-third of the higher deficits in this period are a result of a drop in government tax revenues.
The other two-thirds of the deficit increases reflect higher government spending to stabilize the financial system, stimulate the economy and cope with the impact of the downturn through increased spending for such programs as unemployment benefits and food stamps.
The tide of red ink has sparked a political backlash with surveys showing rising unhappiness among voters with the ballooning deficits.
Obama has appointed a national debt commission to report after the November midterm elections on ways that the federal deficits can be brought under control.
The heads of the panel told the National Governors Association on Sunday that everything needs to be considered including curtailing popular tax breaks, such as the home mortgage deduction.
"The debt is like a cancer," Democrat Erskine Bowles told the governors. "It is going to destroy the country from within."

How did we get here, asked former U.S. Sen. Alan Simpson, the other co-chairman. For the past 60 years, politicians in Congress have been trained to bring home the bacon. "Now the pig is dead," he said. "There is no more bacon to bring home."
Clearly, we have some very tough choices ahead. The 18-member deficit commission-- two-thirds of it appointed by Congress, one-third by the president -- is working hard to come up with recommendations by early December. (No one in Washington wants them before the November elections.) It's too early to know where the commission will come out or how much influence it will have -- the co-chairmen themselves say chances of success are small -- but it is already clear that the commission will present the country with gut-wrenching decisions.

Some events spotlighted in this overwrought right-wing screed, like Martin Van Buren's redesign of political parties in the 1820s and the Dred Scott decision, were genuine historical watersheds. Others, like the Johnstown flood and President Eisenhower's 1955 heart attack, an alleged milestone in government dietary nannyism, maybe not. What unites them is the theme that historian Schweikart (48 Liberal Lies About American History) reliably extracts: the federal government is incompetent and corrupt, and the founders would have abhorred its modern initiatives, from arts funding to disaster relief to the food pyramid. Some of Schweikart's arguments, like his contention that Dred Scott precipitated the Panic of 1857, are intriguing and plausible, but his conclusions run to rabid anticollectivist sermonizing, e.g., throughout history, all inventions, all major decisions have come down to a single person. (Take that, Constitutional Convention!) His credibility is undermined by factual misstatements (In 2003... the world was already reaching its population peak), paranoid hyperbole (beneath the obesity hysteria was a deep hatred of capitalism), and obscure mutterings about 'the Lysenkoist 'man-made global warming' nonsense and the 'other shooters' sighted at President Kennedy's assassination. As of Thursday, the fund had a nearly $500,000 balance - the result of thousands of contributions from all 50 states and the District of Columbia. The bulk of the money, more than $330,000 of it, has rolled in this week, in the days following the federal government's decision to sue Arizona over the new immigration law.
Brewer formally created the cash repository, officially known as the "Governor's Border Security and Immigration Legal Defense Fund" on May 26.
In the hours before and after the Department of Justice filed its suit Tuesday, Brewer actively sought donations to help defend the state against the legal action, posting pleas on social-media sites such as Twitter and Facebook.

PHOENIX – Retirees and other residents from all over the country were among those who donated nearly $500,000 to help Arizona defend its immigration enforcement law, with most chipping in $100 or less, according to an analysis of documents obtained Thursday by The Associated Press.
The donations, 88 percent of which came through the Arizona defense fund's website, surged this week after the federal government sued Tuesday to challenge the law. A document from Gov. Jan Brewer's office showed that 7,008 of the 9,057 online contributions submitted by Thursday morning were made in the days following the government's filing.
Website contributions came from all 50 states, plus the District of Columbia and Puerto Rico, including nearly 2,000 from Arizona. Donations ranged from $5 to $2,000, with the vast majority between $10 and $100.
The AP examined about a quarter of the fund's total contributions, and found only two that came from businesses.
The willingness of thousands of individual Americans to contribute to the Arizona fund illustrates broad concern and frustration over border security and illegal immigration. The state's legislation has since renewed calls for broader immigration changes.
The Arizona law includes a requirement that police enforcing another law generally must investigate the immigration status of people if there is "reasonable suspicion" to believe the people are in the United States illegally.
Brewer and other supporters say the law will prompt illegal immigrants to leave the state and that state action was required by a failure of the federal government to secure the border.
Opponents say the law will promote racial profiling and is unconstitutional because regulating immigration is reserved for the federal government.
Donors contacted by the AP said they contributed because the federal government should be helping Arizona, not taking the state to court.
"Arizona needs our help," said Mary Ann Rohde, a retired municipal worker who lives in Rialto, Calif., who donated $20 with her husband. "It's a disgrace what our government is doing."
Howard E. Sanner, of Houston, said Arizona's approval of its law should help prod the federal government to act on border security to help prevent criminals and terrorists from entering the country illegally.

The trumped-up allegations that the Obama Justice Department engaged in racially charged "corruption" in its handling of the New Black Panther Party case jumped from Fox News to CNN this morning. Anchor Kyra Phillips hosted Republican activist J. Christian Adams, whom she referred to as a "whistleblower," to repeat his unsubstantiated accusations, which are based on hearsay and charges made by other people.
One of the on-screen graphics described Adams' allegations as "Voter intimidation scandal at Justice Dept.":
During the segment, Phillips discussed the Commission on Civil Rights' investigation into the case with Ashley L. Taylor Jr., a Republican member of the commission. Phillips said that the investigation has "divided" the commission and that two commissioners were Democrats. She then read a portion of a statement from Michael Yaki, a Democratic member of commission, that criticized the commission's months-long investigation as "incredibly shallow," "partisan," and "a one-sided farce."
But Yaki isn't the only member of the commission to criticize its investigation -- Abigail Thernstrom, the Republican vice chair of the panel, has done the same.

The Justice Department trial attorney behind a controversial lawsuit against the New Black Panther Party has resigned, citing the way the DOJ handled the voter intimidation case and subsequent investigation by the U.S. Commission on Civil Rights.
J. Christian Adams, a lawyer with a history in conservative activism who was hired into a career position under a politicized process during the Bush administration, wrote in a May 14 letter to the chief of the Voting Section of the Civil Rights Division that he has incurred significant personal expense in connection with the Civil Rights Commission investigation.
Adams was subpoenaed by the commission to testify about the case, but the Justice Department refused to let him appear. Adams wrote that his expenses were incurred in “retaining a number of separate attorneys and firms regarding this subpoena in order to protect my interests and advise me about my personal legal obligation to comply with the subpoena.”

It's one thing to say that Obama's administration showed ineptitude and mismanagement in its handling of the Gulf oil spill. It is quite another to grasp the situation up close, as I did during a recent visit to Alabama.
According to state disaster relief officials, Alabama conceived a plan -- early on -- to erect huge booms offshore to shield the approximately 200 miles of the state's coastline from oil. Rather than install the relatively light and shallow booms in use elsewhere, the state (with assistance from the Coast Guard) canvassed the world and located enough huge, heavy booms -- some weighing tons and seven meters high -- to guard their coast.
But...no sooner were the booms in place than the Coast Guard, perhaps under pressure from the public comments of James Carville, uprooted them and moved them to guard the Louisiana coastline instead.
So Alabama decided on a backup plan. It would buy snare booms to catch the oil as it began to wash up on the beaches.
But...the Fish and Wildlife Administration vetoed the plan, saying it would endanger sea turtles that nest on the beaches.
So Alabama -- ever resourceful -- decided to hire 400 workers to patrol the beaches in person, scooping up oil that had washed ashore.
But...OSHA (the Occupational Safety and Health Administration) refused to allow them to work more than 20 minutes out of every hour and required an hourlong break after 40 minutes of work, so the cleanup proceeded at a very slow pace.
The short answer is that every agency -- each with its own particular bureaucratic agenda -- was able to veto each aspect of any plan to fight the spill, with the unintended consequence that nothing stopped the oil from destroying hundreds of miles of wetlands, habitats, beaches, fisheries and recreational facilities.
Where was the president? Why did he not intervene in these and countless other bureaucratic controversies to force a focus on the oil, not on the turtles and other incidental concerns?
According to Alabama Gov. Bob Riley, the administration's "lack of ability has become transparent" in its handling of the oil spill. He notes that one stellar exception has been Obama aide Valerie Jarrett, without whom, he says, nothing whatever would have gotten done.
Eventually, the state stopped listening to federal agencies and just has gone ahead and given funds directly to the local folks fighting the spill rather than paying attention to the directives of the Unified Command. Apparently, there is a world of difference between the competence of the Coast Guard and the superb and efficient regular Navy and military.
Now the greatest crisis of all looms on the horizon as hurricanes sweep into the Gulf. Should one hit offshore, it will destroy all the booms that have been placed to stop the oil from reaching shore. And there are no more booms anywhere in the world, according to Alabama disaster relief officials. "There is no more inventory of booms anywhere on earth," one told me in despair.
The political impact of this incompetence has only just begun to be felt. While administration operatives are flying high after a week in which the president's ratings rebounded to 49 percent, per Rasmussen, after his firing of Gen. Stanley McChrystal, the oil is still gushing and the situation is about to worsen.
The obvious fact is that Obama has no executive experience, nor do any of his top advisers. Without a clear mandate from the top, needed efforts to salvage the situation are repeatedly stymied by well-meaning bureaucrats strictly following the letter of their agency policy and federal law. The result, ironically, of their determined efforts to protect the environment has been the greatest environmental disaster in history. But some turtles are OK!

The first recorded incident in America was in 1766: Captain William Smith was tarred,feathered, and dumped into the harbor of Norfolk, Virginia, by a mob that includedthe town's mayor. He was picked up by a vesseljust as his strength was giving out.He survived, and was later quoted as saying that
"...[they] dawbed my body and face all over with tar and afterwards threw feathers on me."
As with most other tar-and-feathers victims in the following decade,
Smith was suspected of informing on smugglers to the British Customs service.
The torture appeared in Salem, Massachusetts, in 1767, when mobs attacked low-level employees of the Customs service with tar and feathers. In October 1769, a mob in Boston attacked a Customs service sailor the same way, and a few similar attacks followed through 1774 (the tarring and feathering of customs worker John Malcolm received particular attention in 1774). Such acts associated the punishment with the Patriot side of the American Revolution.
The exception was when, in March 1775, a British regiment inflicted the same treatment on a Massachusetts man they suspected of trying to buy their muskets. [citation needed] There is no case of a person dying from being tarred and feathered in this period.

The U.S. Coast Guard, along with BP, are waiting to see if the vessel, which is 10 stories high and as long as 3 1/2 football fields, can live up to its makers' promise of being able to process up to 21 million gallons of oil-fouled water a day.
The ship works by taking in water through 12 vents, separating the oil and pumping the cleaned seawater back into the Gulf.
"In many ways, the ship collects water like an actual whale and pumps internally like a human heart," TMT spokesman Bob Grantham said in an e-mail.
A Whale is being tested close to the wellhead because officials believe it will be most effective where the oil is thickest rather than closer to shore.
The ship arrived in the Gulf on Wednesday, but officials have wanted to test its capability as well as have the federal Environmental Protection Agency sign off on the water it will pump back into the gulf. Although the ship cleans most of the oil from seawater, trace amounts of crude remain.
The wait has frustrated some local officials, who say the mammoth skimmer would be a game-changer in preventing drifting streams of oil from washing ashore on vulnerable coastlines.
During a Thursday tour of the inlet to Barataria Bay, Louisiana Gov. Bobby Jindal said it was exasperating to have A Whale anchored offshore instead of being put to immediate use.
"They've used the war rhetoric," Jindal said aboard a Louisiana state wildlife boat floating in oil-slicked waters near Grand Isle. "If this is really a war, they need to be using every resource that makes sense to fight this oil before it comes to our coast."
