Minuteman Civil Defense Corps founder Chris Simcox
tonight hailed Randy Graf's Republican Primary victory
as a "message to our out-of-touch politicians in Washington DC - defend our borders or be defeated at the polls.
It's that simple."

Simcox's comments came on the heels of what appears
to be a 43-37 Graf win over a liberal candidate
endorsed and heavily funded by the National Republican Congressional Committee (NRCC) and pro-illegal alien
amnesty groups like the U.S. Chamber of Commerce.

Minuteman Civil Defense Corps PAC spent slightly over
$40,000 for Independent Expenditures in support of
Graf. MCDC PAC was the only entity that conducted
Independent Expenditures in this contest.
The PAC aired a heavy schedule on cable as well
as 11 top Tucson and 5 top Cochise County radio stations.

Simcox exulted over the small PAC's defeat of the
"powerful" NRCC, which backed Graf's liberal opponent
with a record of supporting open borders and illegal immigration.

"Out of touch so-called "professionals" in Washington DC actually think that people like Randy Graf who are
committed to putting our national security ahead of special interest campaign dollars and corporate money are
"weak" candidates," Simcox said. "I disagree and
so did the hundreds of Minutemen who rallied to
our effort to fund this Independent Expenditure
that helped put Randy over the top."

"Now it's time for Republicans to unite to ensure
that Randy Graf beats the ultra-liberal pro-amnesty
Democratic candidate in November."

MINUTEMEN TO REPLACE "LOST" NRCC FUNDING FOR GRAF
Simcox said he has heard that Graf will be denied
support by the national Republican Party establishment
and Republican business groups because of Graf's strong
stand against illegal immigration. He says he is committed towards making up the difference.

"I will be calling on my fellow Minutemen from around
the country to step up to the plate and make up every
dime lost because Randy Graf won't sell out our national security to the pro-amnesty lobby," Simcox added.
"His victory this November is our top priority and
we will raise whatever it takes to win."

Dear Friends:

This year, Congress had one important job before them: enacting
comprehensive immigration reform. To date, they have failed. While they
spent the summer orchestrating sham hearings, we need to use the fall and
winter to keep the pressure on Congress to act, and the resources needed to
combat immigration-related crime.



We continue to do our part at the state level by providing Arizona
National Guard to our Border, combating the crimes underlying the human
smuggling trade, and seizing the assets of drug and human smuggling rings.



More Funding for DPS
In the last four years, we have increased the Department of Public
Safety budget by 62%, adding more highway patrol officers and anti-gang
personnel and focusing on seizing the assets of drug and human smuggling
rings.



Combating Violent Human Smuggling Gangs
Additionally, we are working with local law enforcement in border
counties like Cochise to create a multi-agency, anti-gang task force (known
as GITEM) that specialize in dismantling criminal organizations that make
their living off border-related crime. Within the next six weeks, we will
have 31 more officers added to these units statewide and a total of 41 new
GITEM members by the end of the year.



Federal Intelligence Sharing
Earlier this week, Ambassador Thomas McNamara, of the Office of the
Director of National Intelligence joined me in briefings and a tour of our
Arizona Counter Terrorism Intelligence Center (ACTIC), which combines
federal, state and local intelligence data, analysts, and investigations
into one center. The creation of ACTIC was one of my first homeland
security goals as Governor. McNamara concluded that ACTIC is "a prime
example of what we want to see develop in every state in the union."



Border Law Enforcement Funding
Arizona will receive $6.35 million in federal "Operation Stonegarden"
funding, the largest amount of any state, to reimburse local law enforcement
in assisting the Border Patrol in immigration-related crimes in our border
counties. Last month, I personally urged Secretary Chertoff to release
these critical funds and I greatly appreciate his cooperation.



"Operation Document Fraud"
On September 13, the Fraudulent Identification Taskforce announced the
results of a 12-week investigation. During "Operation Document Fraud"
undercover officers were able to purchase permanent resident cards and
social security cards and numbers in other people's names, but in the names
of 4 people on the FBI's Top Ten Most Wanted Terrorist List, including one
terrorist who had been confirmed as dead a month before the ID was
purchased. In just over a year, the Taskforce has confiscated more than
1,200 fraudulent documents, seized $1.4 million and 73 vehicles, and charged
more than 160 defendants.



We continue to do our part by working with local communities each and
every day to ensure they have the resources they need to combat crime
associated with illegal immigration, and at the same time, pressure the
federal government to step up to the plate and do their part. Once again,
we urge Congress to roll up their sleeves and get to work on immigration
reform - reform that is tough but realistic.

"A milestone," say Minuteman Project leaders.

Washington, DC - On Thursday, Sep 14, three days after the fifth
anniversary of the worst terrorist attack in American history, the House
of Representatives passed HR 6061, the Secure Fence Act of 2006, which
passed by a vote of 283-138. The Act requires the Department of Homeland
Security to beef up border security with a combination of high
technology and a 700-mile fence.

"This is a milestone in border security," said Jim Gilchrist, the
founder of The Minuteman Project, from his command center in Laredo, TX,
where Operation Sovereignty got underway on 9/11 with hundreds of
volunteers. "We couldn't have achieved this without our volunteer
network."

Gilchrist's sentiments were echoed by Minuteman Project executive
director, Steve Eichler, JD; and Dr. Jerome Corsi, co-author, with
Gilchrist, of "Minutemen - the Battle to Secure America's Borders."

"We praise the House leadership for getting this Bill passed," said
Eichler, "but the real heroes are the tens of thousands of Minuteman
Project volunteers who took time to phone, fax and e-mail their
representatives and the House committee; and the many hundreds who have
put their personal lives on hold and spent their own funds to come to
the border to be the eyes and ears of the Border Patrol."

"Of course, we're very pleased about the Secure Fence Act," added Dr.
Corsi, "It looks like they took a chapter from our book, and shows we
have been effective in calling attention to the problems of the wide
open border; but its only a first step. We still need to see increased
personnel and funding for the Border Patrol."

In Laredo, speaking to the volunteers of Operation Sovereignty 9/11,
Rep. Steve King (R-Iowa) read a letter he'd written to President Bush,
and explained that he'd called the White House for two and a half months
for an answer. "Two weeks ago, I told the White House that if you can't
or won't answer this letter, then I will do so today. That's what I am
doing right now, here in Laredo, Texas, with Jim Gilchrist and the
Minuteman Project."

None of the Minutemen in Laredo could understand why the Bush
administration makes a big show of "locking the front doors," but at the
same time, "leaves the back doors wide open!" But all agreed that
Minuteman Project volunteers on the border, and the tens of thousands of
Minutemen and women who contacted Washington had brought effective
pressure on politicians who had been ignoring the border problem.

"Now," says Gilchrist, "the next step is to convince Senators Kennedy
and McCain that the People know their Senate bill is nothing but smoke
and mirrors; and for them to adopt the House Bill as written. Meanwhile,
the Minutemen will be here, doing the job that government has failed to
do, working with local landowners, law enforcement and the Border
Patrol."

KING TO PRESIDENT: WE CANNOT BASE COUNTRY’S NATIONAL SECURITY ON
ENFORCEMENT PROMISES

Laredo, Texas— U.S. Congressman Steve King (IA-05), member of the House
Immigration Subcommittee, yesterday publicly called on President Bush to
first answer the basic immigration questions in his letter.

"I have called the White House every week for ten weeks asking for a
response to my letter. Each week I got a promise to answer it next
week. This Iowa boy knows that next week never comes." said King. "I
told the White House two weeks ago that if they will not answer the most
basic questions, I would hold a press conference and continue the
discussion through the media. We cannot allow a policy that would
legalize 60 million illegals to be established on a 'promise' of
enforcement."

In his speech to a rally of border residents, King read the text of a
letter he has sent to the President, which rejects any potential guest
worker or temporary worker plan based upon the promise of enforcement.

Texas border residents and the Minutemen project yesterday held a rally
to launch an eight-week project to guard the Texas – Mexico border and
report their findings to Border Patrol agents.

“The American people know what is going on, and they are not going to
lie down and watch some plan be passed into law that is just a veiled
amnesty,” said King. “The government has not even proved that it is
capable of enforcing our current immigration laws. Let’s get our borders
secure, let’s enforce our employment laws first, before we even talk
about their plan to dump millions more foreign workers into this
country.”

The text of the letter is below.

Dear Mr. President:

The foundation of your immigration plan is based on the promise of
enforcement. Americans have seen only a diminishing enforcement effort
for at least twenty years. Neither they, nor I, are willing to accept a
proposal based on an empty promise. If border security and domestic
enforcement cannot be achieved, there is no way we can stop or even slow
down the $65 billion in illegal drugs that enters our country annually
across our southern border. I would appreciate your response to the
following questions:

1) Is there such a thing as too much immigration?

2) If so, how much is too much? Too much legal? Too much illegal?

3) How many people do you believe would be given legal status in the U.S. over the next twenty years if S. 2611 were signed
into law?

4) Would you agree to an annual cap on the number of
immigrants allowed into the U.S.?

5) If the federal government cannot stop the illegal
immigration of individuals who work illegally in the United States how
do you propose we stop $65 billion worth of illegal drugs entering our
country every year?

I look forward to your response. The destiny of our nation hangs in
the balance.

has confirmed that the senator is behind an
anonymous hold blocking an earmark reform bill sponsored by Sens. Tom Coburn (R-Okla.), Barack Obama (D-Ill.), Tom Carper (D-Del.), and John McCain (R-Ariz.). (TPM Muckraker story)

An appropriator and former head of the Senate's spending committee, Stevens has been accused of directing large amounts of pork barrel projects to Alaska. This was most recently highlighted by the intense scrutiny of the two "bridges to nowhere" that were included in the law authorizing federal transportation programs through 2010.

On October 20, 2005, Stevens threatened to resign from the Senate if lawmakers passed language that would have stripped money allocated for two bridges in Alaska and redirected it to Hurricane Katrina repairs in Louisiana. PROVIDENCE, R.I. -- Sen. Lincoln Chafee snatched victory in the Republican primary here Tuesday, giving hope to the GOP that it might be able to keep the seat--and the Senate--out of Democratic hands.

With control of the Senate and President Bush's agenda
at stake in the midterm elections, the National Republican Senatorial Committee poured more than $1 million into
defending the mild-mannered, moderate Chafee against the conservative mayor of Cranston, Stephen Laffey.
Committee officials said only Chafee could beat
a Democrat in November and promised to abandon the state if Laffey were to secure the nomination.

No drug treatment for uninvited illegal aliens in Arizona

PHOENIX -- Illegal immigrant juveniles convicted of drug offenses may not be treated at government-funded rehabilitation centers because Proposition 200 and federal law ban public services for such migrants, Maricopa County Attorney Andrew Thomas says.



Thomas also claims that state judges not only have the authority to determine whether a defendant is an illegal immigrant but also a duty to make that finding so that improper referrals are not issued during sentencing.


Judges do not as a rule ascertain the citizenship or immigration status of defendants.


Thomas said "the law is clear that it is not the responsibility of taxpayers to provide rehabilitation services to juvenile delinquents who are illegal immigrants."


His argument was to be filed Wednesday before Maricopa County Superior Court Judge Jonathan Schwartz.


It appears to contradict a formal opinion issued by Arizona Attorney General Terry Goddard in 2004, shortly after Arizonans approved Proposition 200.


Besides requiring voters to prove citizenship before casting ballots, the measure prohibits government employees from delivering public services to undocumented immigrants.


Goddard's office declined to comment Tuesday.


In his earlier opinion, Goddard concluded that Proposition 200 applies only to welfare programs in five specific areas, none of which includes drug treatment.


But assistant County Attorney Anne Longo, who co-authored the brief with Thomas, said the opinions from two of Arizona's top justice officials are not in contradiction.


Danny Ortega, an attorney who unsuccessfully challenged Arizona's Proposition 200 before the 9th Circuit Court of Appeals last year, said Goddard correctly defined the limits of the law and Thomas' plea is merely a stunt.


Randy Pullen, who chaired the Yes on Proposition 200 campaign, said the law was written to cover "all (government) services that aren't emergency services" and Thomas' interpretation is appropriate.


Thomas said there are no data showing how many undocumented juvenile defendants appear in Maricopa County courts each year or how many are referred to tax-financed treatment centers.


He blamed the lack of information on a "conspiracy of silence" about illegal immigration within the justice system.


Elias Bermudez, president of Immigrants without Borders, said drug dependence is a disease and a child's addiction should be viewed as a medical emergency beyond the restrictions of Proposition 200.

Today is the fifth anniversary of the deadliest attack ever on United States soil, a day that we will always remember as “9/11.” It was one of those rare moments in time that we will each recall exactly where we were and what we were doing when we heard the shocking news about the attacks on the World Trade Center and the Pentagon.



Everything changed on September 11, 2001. Our country mourned for the nearly 3,000 Americans who tragically lost their lives on that day, and for the loved ones of the fallen. The week was eerily quiet – no airplanes roamed the skies of our nation, and water cooler talk was somber. Images on television and the Internet replayed video footage of the planes that took down the Twin Towers of the World Trade Center, the smoke-filled air of portions of the Pentagon destroyed by a hijacked airliner, and the remains of yet another hijacked plane near Shanksville, Pennsylvania, United Flight 93, believed to be bound for our nation’s capitol, also linked to the attacks. Many businesses closed down for the day, and games of our national pastime – baseball – were postponed for reasons other than weather.



But our nation rebounded, and as Americans, we emerged stronger than ever. So that we indeed never forget the significance of that day, Arizona now has a permanent memorial to September 11, 2001 in Wesley Bolin Plaza, for those of us who can recall where we were at that very moment, and for generations to come who were not yet born or old enough to remember. The structure is the work of the Governor’s 9/11 Memorial Commission, which has worked tirelessly over the past several years to raise private funds from individuals and corporations to pay for the building of the memorial. On September 11th of every year, a portion of steel from the World Trade Center, taken from the site of what came to be known as “Ground Zero,” will be illuminated by sunlight at exactly 12:00 noon. Also included in the structure is soil from the site of Flight 93’s crash, and a piece of the Pentagon damaged on that day.



I am hopeful that in the coming weeks, months and years, each and every one of you will take the time to visit the memorial, whether on 9/11 or any other day. I think you will find it is a fitting and thoughtful tribute to the Americans who lost their lives on 9/11/01, and to the strength that we have built since. I urge you to share your experience with your fellow Arizonans, and encourage others to visit and remember.

Dear, Friends

While we continue to work to secure our border from illegal crossings and drug smugglers, we cannot forget how important legal commerce with Mexico is to the economy of Arizona. As a state, we have taken numerous steps to crack down on illegal immigration, while at the same time sustaining legal trade with Mexico, Arizona’s number one trading partner.


To meet that goal, we have opened and dedicated the Free and Secure Trade (FAST) lanes at the Mariposa Port of Entry in Nogales, which will enable commercial traffic to flow more quickly into the United States. Arizona partners with a variety of organizations in the public and private sector on economic development projects, and FAST is a prime example of how such cooperation can benefit our economy, and, at the same time, enhance border security.



Arizona invested roughly $4 million to double Mariposa’s commercial lanes, providing dedicated lanes for pre-screened, low-risk trucks enrolled in the FAST program. Increasing the number of lanes allows them to move through the border in a more efficient manner. Because these vehicles are often carrying perishable items, such as fruits and vegetables, it is critical that these trucks stay on schedule.



The FAST lanes are an infrastructure improvement much like the Secure Electronic Network for Travelers’ Rapid Inspection (SENTRI) lane that also opened in Nogales, at the DeConcini port of entry, earlier this year. SENTRI is similar to FAST in that it allows low-risk, prescreened travelers to more quickly pass through Arizona and Mexico.


These projects were completed with the cooperation of the Bush Administration, the Arizona-Mexico Commission (AMC), the Border Trade Alliance (BTA), the CANAMEX Corridor Coalition, the Arizona Department of Transportation (ADOT), local governments and the private sector. The quartet of lawmakers behind every major federal campaign finance restriction in the past decade is suddenly missing one of its members.

The elided surnames of the four men, "McCain-Feingold-Shays-Meehan," have become synonymous with so-called campaign finance reform, but Senator McCain, a Republican of Arizona, is conspicuously absent from the latest effort.

On Wednesday, Senator Feingold, a Democrat of Wisconsin, Rep. Martin Meehan, a Democrat of Massachusetts, and Rep. Christopher Shays, a Republican of Connecticut, introduced a bill to revive the crumbling system for public financing of presidential campaigns.

The bill is largely identical to a measure all four men introduced in 2003, but this time around Mr. McCain is not on board.

A spokeswoman for Mr. McCain, Eileen McMenamin, did not return calls seeking comment for this article, but several people involved in discussions about the legislation said the senator's absence was related to his widely expected bid for the presidency in 2008.

McCain races to solve tribal funds dispute


WASHINGTON - The next few days may be Sen. John McCain's last best opportunity to resolve 10-year-old litigation against the federal government over billions of dollars in mineral royalties and land leases long denied to Native American landowners.

With time running out on the congressional session as well as on McCain's chairmanship of the Senate Indian Affairs Committee, the Arizona Republican has set a hearing for Wednesday to finalize details of his bill to settle the class-action dispute.

The effort to bring together the opposing sides is a test of McCain's political pull and power of persuasion as he eyes a possible run for the presidency in 2008. advertisement


He needs to forge a settlement that satisfies Native Americans while it overcomes objections from congressional opponents who worry about the costs to taxpayers, including funds for retracing and verifying individual accounts and money owed. That is a goal that no one to date has managed to accomplish.

The case could linger for years longer in the court system if McCain's bill cannot solve the matter.

"I'm taking him for his word that he would work as hard as he could to get justice for Indian people," Eloise Cobell, a Blackfoot rancher and banker from Montana who filed the class-action lawsuit in 1996, said Thursday.

The lawsuit, Cobell vs. Kempthorne, seeks to force the government to account for billions of dollars held in trust for as many as 500,000 American Indians and their heirs. It alleges that royalty payments the federal government was supposed to distribute to thousands of individual Native Americans have been mismanaged for more than a century.


$100 billion in dispute


Cobell's lawyers have asserted that the Department of the Interior owes the landowners at least $100 billion, much of it tied to royalties for farming, grazing, mining, logging and other activities on tribal lands.

In Arizona, thousands of Native Americans and their heirs could be owed money.

Last summer, McCain and Sen. Byron Dorgan, D-N.D., top Democrat on the Indian Affairs Committee, filed a bill to resolve the long-standing lawsuit. It called for creation of a settlement fund and an overhaul of how the Interior Department manages land and money for tribes and individual landowners.

But before unveiling that legislation, McCain warned at a March 9, 2005, hearing that although he promised as Indian Affairs Committee chairman to make reforming the trust fund a priority, he would give the effort "only one good shot."

"If it looks like we're not getting anywhere, if the tribes, the government or other interested parties cannot come to terms on a settlement of the lawsuit and what trust reform should be, then I will leave that task to a future Congress and the courts," McCain said.

If Republicans retain control of the Senate, McCain is widely expected to become chairman of the Senate Armed Services Committee next year when Sen. John Warner, R-Va., steps down after his six-year term ends. If that happens, McCain would not continue as Indian Affairs chairman.


'One good shot'


Cobell said she believes the upcoming week is McCain's self-described "one good shot."

McCain's communications director, Eileen McMenamin, had no comment Thursday on the senator's efforts.

But one of Cobell's lawyers, Keith Harper, said the dollar amount McCain proposes for the settlement fund and other specifics of the bill will be key to whether Congress will have a real chance to settle the issue this year.

Given Congress' scheduled recess, Aug. 7-Sept. 4, and midterm elections, any further delays likely would mean an end to the bill, Harper said.

Last year, plaintiffs in the long-running lawsuit offered to settle the case for $25 billion despite their claims that the amounts owed by the Interior Department to Indian landowners exceeded $100 billion.

But Cobell and her lawyers say they have learned McCain's bill would put the settlement amount to be paid by the government even lower, at $8 billion .

"We haven't commented on that," McMenamin said.

Dorgan's office did not return a call Thursday seeking comment.

"It's much less than what we wanted," Cobell said. "I don't think it's fair."

But as lead plaintiff in the case, Cobell said she must consider that rejecting that amount would result in the bill's likely death and continuing court battles.

She said many of the would-be beneficiaries are elderly and are going to die before a settlement.

Cobell said the Indian plaintiffs would prefer to settle and move on. But she said she also doesn't want to just discard hard-fought District Court victories that have validated claims that the government's handling of the accounts was a breach of trust.

"We've got to hope that McCain will take up our cause in a rightful way," Cobell said, adding that what also is at stake is how the trust accounts will be managed in the future.

Pederson Goes Green, Misleads Voters

Strip mall developer turned Arizona Democratic Party Chairman turned US Senate candidate has recently returned to the airwaves with a new ad featuring his take on our country's energy situation.

The ads contain a glimpse of gas prices on a gas station sign displaying gas prices of $3.57 and $3.79, which according to AAA data, are prices much higher than those ever seen in Arizona.

This begs the question, where does Mr. Pederson buy his gas?

In other Pederson campaign news, Pederson is on his third car of the campaign. Pederson started out driving a Mercedes sedan, but then later switch to a gas-guzzling Lincoln Navigator. Having been criticized for driving a car that only gets 13 miles per gallon while talking about the need to cut our dependence on foreign oil, Pederson quickly went shopping again, this time for a hybrid.

The liberal strip mall developer is now driving a Mariner Hybrid, which gets 33 miles per gallon in the city and 29 on highways.

The used car dealers are making a fortune off of Jim Pederson's campaign, since he buys a new car to fit every persona his image-makers create. But Arizona voters aren't fooled by Pederson's shameless pandering.

The AZ GOP predicts that Pederson will be tooling around town on a moped by Election Day.

Mr. Spitzer will be sworn in on Monday, July 24th, at 11:30 a.m. at the Arizona Corporation Commission's Main Hearing Room (1st floor) at 1200 W. Washington St. in Phoenix.

The ceremony is open to the public, but space is limited.

European criticism of Israel 'amazes' senator John Mccain


John McCain, the US senator, yesterday challenged European leaders who have criticised Israel's military operations in Lebanon as excessive, saying that "no nation in the world would react any differently than Israel has".

"I continue to be amazed by some of our European friends who have called on the Israelis" to rein in their military
campaign in Lebanon, Senator John McCain said. "Do I want the Israelis to exercise restraint? Yes, but only while doing what they
need to do to ensure theirsecurity."

Mr McCain, who sits on the Senate armed services committee and is expected to seek the Republican nomination for president
in 2008, made the remarks in a wide-ranging talk before
members of the Manhattan Institute, a conservative
think-tank in New York.

Mr McCain's comments come after President George W. Bush
sought at the G8 summit to play down differences with other countries over the confict, particularly France and Russia. While Mr Bush has repeatedly emphasised that blame for the Israeli incursions into Lebanon rests with Hizbollah and defended Israel's right to defend itself, in Paris and
Moscow there has been criticism of Israel for its "disproportionate response".

Mr McCain warned that the crisis could "widen rather dramatically" and expressed concern about Iran's role as possible supplier of rockets to Hizbollah, as well
as Iran's ultimate goals in the region.

"The Iranians are emerging in an interesting fashion," he said.

"We should have perhaps anticipated this a bit more after the speech . . . where [Iranian president] Mahmoud
Ahmadi-Nejad vowed to wipe Israel off the map."

He argued that if "liberty were extinguished in the state of Israel", then the US would be the next target of Hizbollah
and Hamas. "We cannot allow Iran to destroy Israel."

He said Russia should use its influence over Iran to
defuse the crisis. And he said the US should be working
to foster opposition inside Iran.

A number of Republicans with rumored presidential ambitions have wrestled with the political implications of the stem-cell research. While Senator Sam Brownback, a Kansas Republican and a co-sponsor of the bill banning fetal farming, has consistently opposed embryonic stem-cell research, other likely members of the 2008 GOP field including Frist, Senator John McCain of Arizona and Senator George Allen of Virginia have been equivocal or reversed course.

Frist, a transplant surgeon, has said he will vote for all three bills in the package, which his spokesperson, Carolyn Weyforth, said was intended to broaden "the spectrum and allows people to vote according to their conscience and according to science."

Hadar Susskind, the Jewish Council for Public Affairs' representative in Washington, told the Forward that "there's no question" Frist "is trying to have it both ways."

"I give him credit for bringing it up and doing what he said he would do," Susskind said. But, he added, "I would not exactly call him a champion on this issue."

Allen who political observers say will need religious conservatives if he hopes to emerge from the primaries as the GOP presidential candidate was initially supportive of federal funding for embryonic stem-cell research. But he reversed course last summer, and said he would only support research that did not destroy embryos.

In contrast, McCain, who depends on support from independent voters, has grown increasingly supportive of stem cell research.

While he was not among the 58 U.S. senators who in June 2004 signed a letter asking the president to loosen his restrictions, in May of last year he told ABC's George Stephanopoulos that he favored embryonic stem cell research, albeit with caveats.

"I think we need to expand it, but I think we've got to be very, very careful that we don't in any way get into
cloning," McCain reportedly said. "And I'm not smart
enough to ... know where that line is ... I think that
we need to expand stem cell research, but I would also
err on the side of caution."

This election season, meanwhile, Democrats are raising the stem-cell debate in a host of races the Democratic Congressional Campaign Committee has financed television advertisements highlighting the issue in a number of races while Republicans around the country are finding it to
be an Achilles' heel.

Judy Baar Topinka rubbed shoulders Saturday with fellow Republican John McCain and got a little fundraising help from him, hopeful the U.S. senator known for his maverick streak will attract swing voters to her quest to unseat Gov. Rod Blagojevich.
"When somebody of John McCain's reputation comes to
support me for governor, I'm thrilled by it. I'm quite awed,"
Topinka said after a luncheon featuring McCain at Stonewolf Golf Course in this St. Louis suburb. "He could be just
about anywhere else, but he chooses to be here with me,
which I think does tell you it's going to be a close
race. And yes, it will be a close race."

The Arizona senator's visit followed recent appearances on the three-term state treasurer's behalf by other high-profile Republicans including President Bush and former New York City Mayor Rudy Giuliani, who are trying to add to a campaign war chest that's dwarfed by Blagojevich's.

"I'm here because Judy Barr Topinka is a quality candidate and one who has the experience and talent to be elected," McCain told reporters. "We think it's winnable, and we think that we have a winning candidate. I think you're going to see a lot of people here between now and November in support of Judy's candidacy."

Blagojevich campaign spokeswoman Sheila Nix brushed off senator McCain's stumping for Topinka as merely "part of the political process."

Come November, Nix said, voters will decide the race
"based on what the state has done for them and how it has benefited their kids more than who came in for a
campaign visit in July."
A Topinka aide could not specify how much was raised by Saturday's fundraiser, which featured lunch for the
roughly 120 who attended, though Topinka later remarked
she was well aware of the disparity between her campaign coffers and her rival's.

"He's got money to burn," she said.

Judy Baar Topinka said former New York City Mayor Rudolph Giuliani and Senator John McCain will travel to Illinois in the next week to stump for her campaign.

Giuliani, who has been mentioned as a potential 2008 Republican presidential candidate, is scheduled to appear Tuesday at a campaign event in Bolingbrook in Will County.

McCain, a Republican from Arizona, is slated to appear with Topinka at a campaign event in Fairview Heights near St. Louis on Saturday.

Giuliani and McCain aren't the only high-profile Republicans to try and help Topinka oust Gov. Rod Blagojevich.

Last week, Pres. George W. Bush traveled to Chicago and helped Topinka raise $1.2 million during a posh $500-a-plate fund-raiser at the Drake Hotel.

The defense aerospace industry is fighting to kill
Senate legislation that seeks to curb the rising
costs of weapons systems.

The provision, crafted by Sen. John McCain (R-Ariz.)
and adopted as part of the Senate’s 2007 defense
authorization bill, calls for the Pentagon to award
fixed-price contracts for the research and
development stage of major weapons systems.

McCain, a senior member of the Senate Armed
Services Committee and probably the panel’s
next chairman in 2007, is a critic of Pentagon
contracting practices and of its delayed, and
increasingly expensive, next-generation weapons.

Senator McCain is among a growing number of lawmakers
who have expressed concern that, despite the
delays and cost overruns of defense programs,
contractors continue receiving incentive
bonuses from the government.

The senator’s solution is to prevent the
Pentagon from awarding any other types of contracts
that normally allow for fees or profits above
the actual cost of developing and producing a
weapons system. Therefore, fixed-price contracts
set a limit on the cost of a defense product.

The Senate provision, however, stipulates that
the secretary of defense can circumvent the use
of fixed-price contracts if he deems the program
so complex and technologically challenging that it
would be impractical to use a fixed-price contract.

Governor Thumbs Nose at One of America's Fastest Growing Counties

Instead of helping Pinal County - Arizona's fastest growing county, and the seventh-fastest in the country - confront its growth by expanding the county's board of supervisors from three seats to five, the governor instead chose to side with entrenched and parochial Democratic interests in Florence over equal representation for all residents of Pinal County.

A bill to expand the board was sponsored by Republican State Representative Cheryl Chase in the House where it passed overwhelmingly. In the State Senate, Rebecca Rios, who represents much of Pinal County, begrudgingly voted "yes," but only after originally voting "no" on the measure, leaving the residents of Pinal to question exactly where she stands on this important issue.

Representative Chase worked very hard on this legislation for the people of Pinal County despite the governor's consistent partisan opposition. The people of Pinal County know they have a true advocate in Cheryl Chase.

Minuteman billboards take aim at Senator John "crash" McCain, colleagues



The Minuteman Project leaders aim to make U.S. Sen. John McCain the first target in a nationwide billboard campaign about immigration reform.


The billboards are intended as personal messages for illegal immigration pandering politicians, said Minuteman Project founder Jim Gilchrist.

Chief among those politicians is McCain, R-Ariz., cosponsor of the Senate’s immigration reform bill.

The billboards depict three military helmets atop machine guns, which is a sign of fallen soldiers, and the message:
No Senator They did not die for . . . AMNESTY!The first billboard is slated to appear near Chase Field in downtown Phoenix as soon as July 2, Gilchrist said. About 10 more billboards will follow statewide, though the exact number and locations have yet to be determined.

McCain was an easy selection because he is the source of the problem, Gilchrist said.

McCain is complacent in this Trojan Horse invasion of the country and is completely unwilling to do anything about it,
he said.

The senator did not respond to requests for comment about the planned billboards.

McCain’s immigration proposal would increase border security, create a temporary worker program for foreign workers and provide a path to citizenship for millions of illegal immigrants already living in the United States.

Arizona Sen. John McCain has come out against the
Republican gubernatorial candidacy of Don Goldwater.

Goldwater -- nephew of late, former U.S. Sen. Barry
Goldwater -- favors a hard-line approach to illegal
immigration and border security. That includes
construction of a border wall and putting some
illegal immigrants who are arrested for crimes into
work details to help build fences and walls.



McCain issued a statement Friday denouncing
Goldwater's call for a border wall and work camps
and urged fellow Republicans to take a similar stance.

The senator called Goldwater an "inappropriate messenger"
for the GOP on the issue -- a major concern for Arizona's
business community.

McCain -- who is eyeing a 2008 White House run --
favors a more moderate immigration approach
including a business-backed guest worker program
and legal path for some illegals already in the U.S.

The Goldwater campaign said Friday it was
disappointed that McCain did not contact
them before issuing the official denouncement.

McCain could endorse conservative attorney Len
Munsil in the September Republican primary for
governor. Munsil is the former head of the Center
for Arizona Policy, a socially conservative advocacy
group and the main supporter of a proposed state
ballot question banning gay marriage.

Shielding our Independence By U.S. Senator Jon Kyl

As the nation observes Independence Day this year, we should be humbled by what it has taken to preserve America’s independence. We should be equally cognizant of the forces that could attack us today, and do what is required to continue protecting the American people.

The world has closely watched to see whether North Korea will conduct a long-range missile test. At this writing, reports indicate that North Korea is poised to launch an inter-continental ballistic missile (ICBM), that is capable of striking Alaska, Hawaii, and possibly the continental United States as far as Phoenix.

The North Korean regime has been implacably hostile to the United States, a point it makes frequently through its government-run media. Moreover, the insulated regime in Pyongyang has shown the propensity to act irrationally and with complete disregard for the welfare of its own subjugated people. If any country in the world is likely not to budge in the face of international pressure, North Korea is it.

This is not our first standoff with North Korea; unfortunately, it is unlikely to be our last. North Korea, like its ally, Iran, already has the capability of attacking its neighbors. That alone could require the U.S. to take action. This is especially troublesome because North Korea is believed to have a small stockpile of nuclear weapons, and may be producing as many as six additional devices every year.

North Korean success in missile development may exacerbate threats elsewhere. Iran’s missile technology is based on North Korean designs, and there is little reason to believe that further technology transfer between the two rogue nations won’t occur. Reports indicate that Iran, even without North Korean help, could test flight an ICBM capable of reaching our allies, and possibly the United States, by 2015.

These disturbing facts all highlight the need for a national missile defense system. I have been a vocal advocate of missile defense since I was elected to the House of Representatives and, in recent years, have been encouraged by the progress made by the Missile Defense Agency. Although the system is far from perfect, our ability to defend this country from a missile attack is growing every day. Without development of this technology, we wouldn’t have even a limited defense against the sort of unprovoked attack that North Korea might try to launch.

It is critical that the United States continue to proceed rapidly with the development and deployment of this layered, integrated national missile-defense system. When we face potentially volatile regimes like the one in Pyongyang, only missile defenses can ensure the protection of this nation and our citizens. Even Democratic opponents of missile defense have come to acknowledge this threat, as they have - for the first time in years - supporting amendments to increase missile-defense funding during debate over defense legislation in June.

In light of recent events, I find the words of Peter Flory, Assistant Secretary of Defense for International Security Policy, particularly fitting: “The U.S. government was criticized in the wake of 9/11 for not ‘connecting the dots’ on the terrorist threat and failing to act to prevent the attacks. With respect to the ballistic missile threat, the dots are out there for all to see.” We must connect the dots here in the Senate, and make sure that we dedicate the funds necessary to protect us from our lethally armed adversaries in places like North Korea and Iran. To do otherwise would be a dereliction of our duty.

Arizona Senator John McCain spoke to a crowd of hundreds
Monday night in Jackson. He was the featured guest at a
private fundraising event for the Mississippi Republican
party.

John McCain was last in Mississippi with Senator Trent Lott,
as he toured the hurricane ravaged Gulf Coast after Katrina,
then fought to get federal recovery money. "He made a huge
difference when the Senate was considering legislation to
help us. He made a huge difference," said Governor
Haley Barbour.

McCain returns again with Trent Lott, this time to
raise money for the Mississippi GOP. The two Senators
will also stand together this week, as the Senate
begins debating a scheduled pullout of troops in Iraq.

"All of us want our troops out of Iraq, but we don't want
them out before the situation warrants it," said McCain.
He says more work needs to be done before US troops can
withdrawal, but points to the capture and death of
Al-Zarqawi as a major step forward. "His successor,
I'm sure, will try to do bad things to America,"
McCain said. "But the fact that this guy is gone is very
important."

McCain hasn't decided for sure if he'll make run
for president in 2008. He says he'll turn to
Trent Lott and Governor Haley Barbour for advice.
"I thought I'd consult with them sometime early
next year to make a decision on that," McCain said.

WASHINGTON - Transportation Secretary Norman Mineta,
the only Democrat in President Bush's Cabinet and
one of its three remaining original members, will step down July 7.


Mineta, who oversaw the huge transportation security buildup after the Sept. 11, 2001, terrorist attacks, had been plagued at times by back problems and spent months working from home and the hospital. But he has since recovered.

White House press secretary Tony Snow announced the resignation. Asked why Mineta, 74, decided to leave, Snow said: "Because he wanted to."

"He was not being pushed out," Snow said. "As a matter of fact, the president and the vice president and others were happy with him. He put in five and half years that's enough time."

Snow credited Mineta with establishing the Transportation Security Administration, cutting regulations and red tape to liberalize the commercial aviation market, helping shape the legislation that finances the nation's highways, and injecting "sound economic principles" into the nation's passenger rail system.

Snow also paid tribute to Mineta's long history in public life: his service in the Army, his elections to local positions in California, his 20 years representing California in the U.S. House, and his tours in two Cabinet positions, the first as commerce secretary under former President Clinton.

The United States needs to overcome its fear of nuclear power and embrace the technology as a way to wean itself from fossil fuels, Sen. John McCain told an audience in Manchester this week.

Nuclear power "is safe. The technology is here," McCain said, speaking to a crowd of about 200 at a breakfast hosted Monday by The New Hampshire Federation of Republican Women. "It's a NIMBY (not in my backyard) problem, and a waste-disposal problem. It is not a technological problem."

Did Bill Clinton's indiscretions and the heavy media coverage of them create a new template for how we judge presidential candidates (and their wives)? Steve Benen of Washington Monthly says yes -- and predicts that Republicans, much more than Democrats, will suffer in 2008 as a result:

Lurking just over the horizon are liabilities for three Republicans who have topped several national,
independent polls for the GOP's favorite 2008 nominee: Sen. John McCain (affair, divorce), former House Speaker Newt Gingrich (affair, divorce, affair, divorce),
and former New York Mayor Rudy Giuliani (divorce,
affair, nasty divorce). Together, they form the
most maritally challenged crop of presidential hopefuls in American political history.

Right now, at least 10 high-profile Republicans are
eyeing the race. If a candidate with an adulterous past
pulls ahead, the stragglers may be sorely tempted to
play the infidelity card--if not openly, then through
theirsurrogates. In 2000, George W. Bush's allies went well beyond raising McCain's affair--they spread bogus rumors
in advance of the South Carolina primary that the
senator had fathered an illegitimate black child. This strategy helped to deliver Bush a key primary victory and,
arguably, the nomination.

But if GOP operatives dangle the infidelity bait,

WASHINGTON (AFP) - Some Democrats are having second
thoughts about Hillary Clinton as their 2008 presidential candidate, wracked by doubts about her cross-party appeal,
and disappointed by her position on US troops in Iraq.



Those reservations were given expression last week at
a forum in Washington of liberal Democrats, where the New York senator was roundly booed when she expressed her opposition to setting a date for withdrawing US troops from Iraq.

"I do not agree that that is in the best interest
of our troops or our country," she said in remarks that prompted a chorus of cat calls at the
"Take Back America" gathering of liberal Democratic activists.

"Her being booed last week had everything to do with Iraq," said political analyst Larry Sabato.
